The Constitution provides for three categories of municipality. There are 278 municipalities in South Africa, comprising eight metropolitan, 44 districts and 226 local municipalities. The eight metropolitan municipalities are:

- Nelson Mandela Metropolitan Municipality (Port Elizabeth)
- Mangaung Municipality (Bloemfontein)
- Buffalo City (East London)
- City of Johannesburg
- City of Tshwane (Pretoria).
